Dear Kees and Peter,

Since I know for a fact that you, Kees, ride a bicycle and I assume Peter does as well I thought I would address this question to you folks. Proposed ordinance number 2906 section 10.32.010 defines a bicycle as having a wheel diameter of more than 16 inches. This would mean a 20 inch wheel which is the next jump in size since this ordinance says "more than 16 inches". For your information the State of Washington definition RCW 46.04.071 states "either of which is sixteen inches or more in diameter" which means you only need one sixteen inch wheel and the other can be any diameter. Can either of you explain to me what the two wheeled vehicle that people go bike riding with their small children with 10 inch, 12 inch, or 16 inch wheels is. Also some recumbent bikes and foldable bikes use a 16 inch wheel. They are sold at the bicycle shops as bicycles but according to this ordinance they are not bicycles. Please explain to me what these vehicles are in a logical, easy to understand method that an average human could comprehend. My other question is, do either of you think that people who write laws ever read their own laws and think about what they are saying before they push the send button?
